The Gaunt Ledger's accountants-with-knives keep the peace that keeps the coin moving; the Free Finders skim what they can off the top. The real teeth are out past the stilt-walks: the Drowned Fangs, Hessk raiders of the sunken valley, drag the mere's cold onto the shore and the unwary down into it, which is exactly why the Ledger's peace is worth paying for.
