Charterhouse Row
The newest quarter in Highbridge: a stepped row of licensed embassies below the Guildrows where every great power beyond the Vale keeps, or pointedly refuses, a chartered house under the Moot's Charter. The low-danger doorway outward. A newcomer's first task at the Windcut House or the Stonebench is a bench-length walk from the Crossing-Hall, and the homeland capital it eventually points toward is a continent away.
The Row did not exist a generation ago, because the Vale did not know there was anything past its own rim worth chartering. Now it steps down between the ruling terrace and the market square, close enough to the Crossing-Hall that a factor can walk a dispute to the Reeve's court in the time it takes his tea to cool, and every house on it flies a banner that has never flown in Highbridge before: the High Moot's cold blue over the Windcut House, the Stonewright Moot's grey-and-ochre over the Stonebench. The Wheelmoot and House Ashwake keep less formal rooms nearby, a road-door and a guest-hall rather than a chartered house proper, since Reshi caravans and Asheni factors were doing business here long before the paper caught up to the practice (concept.the-moots-charter). One berth on the Row sat offered and empty for a season: the Keepers of the Deep were invited and said no, and kept their old office down in the Underbridge instead, on the old terms, no charter at all. The Row reads, to a newcomer, like the safest place in the city to pick a fight with the whole world at once. Every embassy wants runners, and every runner's first job is small: carry a factor's letter, settle a Guildrows debt on a Stonewright Moot member's behalf, walk a message down to the Underbridge without losing it in the crowd. What the Row does not announce, because it would frighten off half its custom, is where those small jobs lead. The factor who hires a runner for a letter today is, three seasons and a dozen jobs later, the same factor writing the letter of introduction that gets a traveler through a fjord-hold's gate or a galleries clan's outer door: the homeland capitals the charter-houses answer to, and the places where the Vale's centuries of taming finally run out (concept.the-tamed-heart). The charter-board nailed by the Row's well-court lists every license currently in force, dated and countersigned, and it is checked by more people than read it: the Reeve's clerks for the tithe, the guild-halls for the competition, and every runner who has ever wondered which door pays best to knock on first.
