The Cloudgrave Reaches

The outermost, unscheduled ring of isles, named for the Cloud Grave of Bells — a ruin-isle whose broken chime-towers are said to still ring when nothing living touches them.

The Reaches are the sky layer's dead end: past any zeppelin schedule, where the Vyr Discord's heretics have gone to ground and the Cloud Grave of Bells sits unclaimed, its towers ringing in winds that shouldn't reach them. Nothing polices the Reaches; that is exactly why the Discord chose them.
