The Wheelmoot
The Reshi road-nation's caravan-kinship: the moot of trade-clan elders who keep the southern roads, the waystations, and the caravan-law open through the Lean Years. It is the road folk's own civil body — it settles road-debts and feuds between the clans so the wheels keep turning.
When the crown went silent and the highways turned to ambush and toll, the Reshi did not wait for a banner to come fix them. The trade-clans named a moot — elders who meet at each clan's wheel (its caravan) and ride the circuit between Farroad Waystead, the Driftmarket, and Sresh-Dar, where Reshi carriers keep quarters among the Hessk — and gave it one job: keep the road a road. The Wheelmoot does not rule land or raise armies; it keeps the waystations watered and roofed, hires guards against the reavers, and above all judges by caravan-law — the old code that a road-debt is sacred, a feud carried onto the road is everyone's loss, and a clan that closes a route to spite a rival answers to the whole moot. Settle your quarrel at the moot or the road is closed to you both; that is the heaviest sentence the Reshi know. They are not priests and not the Finders' smugglers and not the Wandering Cups' wanderers — they are the people who make sure the goods, and the kin who carry them, still arrive.

references
- →The Silkstrand — The Wheelmoot's road-nation circuit reaches down to the Silkstrand salt shore, the southern origin of the roads it keeps.
- ←The Last Waystead — The Wheelmoot keeps the Last Waystead on its circuit as a watered stop, and the ferry road down to the Silkstrand passes its old last mile-stone.
- ←Longwater Rest — The Wheelmoot keeps a wheel at Longwater Rest, the Reshi road-nation's deep landing on the strait.
- →Charterhouse Row — The Wheelmoot keeps a road-door on Charterhouse Row, more waystation than embassy, since Reshi caravans were never strangers to Highbridge.
- ←quest.the-post-at-the-span (unresolved) — The ledger closes against the Wheelmoot's caravan-law accounting.
- →The Reshi — The Wheelmoot is the Reshi road-nation's own civil body — caravan-kinship made into a moot of trade-clan elders.
ally_of
- →The Keepers of the Deep — The Longwater compacts: the Wheelmoot's road-nation and the Keepers of the Deep keep trade moving up the dry road to the Silkstrand and down again, each honouring the other's law where the water meets the road.
- →The Wandering Cups — The Wheelmoot's waystations water and roof the Wandering Cups' mendicants on the road, and the Cups' walkers carry word and warning between the wheels — both keep the road folk's circuit alive.
rival_of
- ←Veshi Roadscar — Veshi claims the moot's own caravan-law still owes her dead clan a road-debt, twenty years unpaid.
- ←The Silt Hands — The Silt Hands are muscling the new Longwater ferry crossing the Wheelmoot chartered, insisting the lane belongs to whoever can hold it.
- →The Silt Hands — A road kept open by caravan-law is a road the Silt Hands cannot quietly own; the moot fights to keep routes free of toll and ambush, the smugglers to make them their private channels.

- ←House Farroad — House Farroad's waystead shares its road-law with the Wheelmoot, the pan-Reshi governing moot.
leads
- ←Dareshi the Wheelwarden — Dareshi is the Wheelwarden — the Wheelmoot's first voice, keeper of its road-ledger and judge of caravan-law.
located_in
- →Sresh-Dar — The Wheelmoot seats its standing moot in the Reshi free-port of Sresh-Dar, the southern road-terminus, and rides its circuit out from there.
enemy_of
- →The Reshi Marauders — The Reshi Marauders are the wheels gone reaver; the Wheelmoot posts guard against them and closes its roads to any clan that shelters them.
