The Imperial Bonding-Ledger
A sea-customs record from the drowned Imperial station in the south headland, listing everything the empire confiscated through the Narrows gate and the destinations it claimed to ship them — and the ones that never arrived.
The empire kept its ledger in an iron-clasped box on the topmost shelf, above the tide-mark even when the cellars flooded, which is why it survived. It lists two centuries of bondage: every cargo sealed here, the declared content, the bonding-fee paid, and the authorized recipient. The last three entries have their recipient columns scratched out and a code-mark written over. The Gaunt Ledger wants those three entries very much, and will not say why in a room with witnesses.
