The one authored underworld settlement, anchored on the existing Vel-Sathra city entity — hung under the Vale, tier'd below the wild underdark zones around it because it is governed, lit, and defended.

The zone wraps Vel-Sathra whole: the Depth Moot's terraces, canals, and foreign quarters ARE the zone's content, distinct from the feral Sunkroot Warrens upstream along the same Rootwater.
