A cart driver stuck at the Span's toll for three days waiting on a wheelwright who keeps promising tomorrow — and slowly losing an argument with his own cargo of salt fish.

Benno's axle went on the approach road and the only wheelwright who'll touch it is booked solid with Wheelmoot caravan work, so he sits at the toll-post arguing with anyone who'll listen about whether salt fish left three days in the sun still counts as salted or has crossed over into something else entirely. He's not actually angry about any of it — the Waybread Hearth feeds him for free and Old Ness has heard the fish story eleven times — he just needs an audience for the argument more than he needs the wheel fixed.
