The Gaunt Ledger's night-factor in the Underbridge — the debt-holder who buys the Vale's ruin at a discount and collects it in ways the daylight Counting-Floor keeps out of the book. Soft-spoken, precise, genuinely tender toward the drowned dead and pitiless toward the living who owe him, Kass holds more of Highbridge's debt than anyone, including the papers of a champion who cannot fight his way free.

Every debt the Counting-Floor writes down by day, someone has to collect by night, and in the Underbridge that someone is Ondrey Kass. He runs the Ledger's night-holds — the cellars where a debt is discussed without a clerk present — and his particular genius is the discount: he buys distressed paper for coppers on the crown, the debts of drowned men from their widows, of ruined salvors, of gamblers the betting-floor has emptied, and he collects the full sum, patiently, over years, from whoever is left standing. He is not loud about it. He is soft-spoken, immaculately fair by his own accounting, and he never breaks a bone he has not first offered three gentler options for. The Underbridge fears him and, confusingly, half-likes him.

The confusion is that the cruelty is real and so is the tenderness. Kass funds the Long-Water divers out of his own purse to bring up the drowned, quietly pays the Mourners to close the paupers no one else will, and has forgiven, in thirty years, exactly the debts of the dead who left no children to inherit them — because a debt that lands on nobody offends his sense of order, while a debt that lands on a child is simply the child's now. He grieves the drowned genuinely and dispossesses their families in the same week and sees no contradiction: the dead are owed rest, the living are owed nothing but the terms they signed. He holds the paper of half the Underbridge and a good deal above it, and the piece he prizes is the fighting-contract of Korga Ren, the crowd's champion — bought cheap from the Marrow Lances, collected nightly in the ring, structured so the man can win forever and never quite buy free. Kass did not invent the arrangement to be cruel. He invented it because a champion who nearly escapes fights harder, draws bigger crowds, and services the debt faster, and Ondrey Kass has never once let mercy cost him a sound investment.
