The High Moot — in-engine capture

THE POWERS · THE NORTHERN RAMPART

The High Moot

The confederation of Korl high-pass holds that keeps the crossings and brokers the strength of the Korl as a people — not as hired muscle for House Vandahl or the Marrow Lances. The holds gather at the Wind-Cut Pass and decide together which lowland wars are worth their backs.

Before the Imperium raised its Rampart to wall the Korl out, the high holds already kept the passes; the empire is gone from these mountains and the holds are still here. The Moot is no crown and no warband — it is the elders of the scattered holds sitting together when the snows close the line, settling tolls, feuds, and grazing, and answering as one people when a lowland captain comes up the trail wanting Korl strength. They will sell a hold's backs to an honest war at an honest price, and they will refuse a season of soft coin and offended lords without losing a moment's sleep. They hold the high country as their own, and they mean to be holding it when the next paper empire passes like weather.

origin_of

  • The Rampart WarsThe Korl confederation — the High Moot — was formed after the Rampart Wars as the institutional answer to 'never be taken separately again.'

leads

  • Brunda Pass-KeeperBrunda Pass-Keeper speaks for the holds at the High Moot — the chosen voice who counts which lowland wars are worth Korl backs and answers the trail-captains as one people.

member_of

  • Brunda Pass-KeeperBrunda is an elder of the high holds and sits the Moot as its speaker, not above it — first among the holds' own.

located_in

  • The Wind-Cut PassThe holds gather at the Wind-Cut Pass — the one foot-crossing of the Rampart — when the snows close the line; the topmost cairn-stone is where the Moot is called and the tolls are set.

references

  • The KorlThe Moot is the civil body of the Korl as a people — the holds answering together rather than as scattered backs for hire — and embodies the old-blood worldview that the mountain endures while lowland crowns pass like weather.
  • The Marrow LancesWhen the Marrow Lances need Korl backs for a contract they must come up the trail and treat with the Moot as a people, not buy a giant or two over a fire — Brunda names the price, the cause, and the holds that will answer, or sends the captain back down empty-handed.

rival_of

  • The Korl War-BandThe Moot and the Korl War-Band are the two answers to the same cold: the Moot weighs and brokers Korl strength as a people, the War-Band sells it as plunder and makes every lowlander reckon any Korl a raider. The holds name the Reckoner's crew oath-breakers who cheapen the people's word.
