_noteThe floating SKY ISLES (a SECOND content layer, built by scripts/world/gen/SkyIsland.gd — NOT the heightmap). TerrainGen._biome_for never returns 12, so FloraBuilder/ScatterBuilder never STREAM this pack; it exists so the biome key has a pack (the check_biome_packs gate requires one per biome) and to RECORD the windswept composition the sky isles read from. Sparse, wind-scoured: a few bent conifers, alpine grass, pale blooms, luminous drift-spores, crystal-veined rubble.
