NOTE

REGISTER overlay set — 'poor' tier (docs/designs/semantic-kit-grammar.md §3). Not a culture: a thin parts-only overlay applied AFTER the culture set in an overlay chain, e.g. resolve(["interior_base","register_poor"], key). INERT until T-sy087 lands overlay-chain resolution in KitSet.def/resolve; gate-valid today because it is an ordinary set file. Only override what poverty changes; keep entries that resolve TODAY — real poor-tier models (straw pallet, plank table, log stool) arrive via asset request register-furniture-poor-tier and land as pool entries here.
